Enable enforcing of network packet constraints. Did I mention asn1c is really cool? Anyway, some constraints are still wrong, so this breaks game creation. I will fix it this evening.

Completely rewriting all NetPacket stuff to use ASN.1. Finally this big chunk of work is completed. Compiles and links fine, but still partly non-functional.
PLEASE NOTE: This is NOT COMPATIBLE to 0.7.x, because it is a new network protocol.
